Hpricot requirements

Webby requires hpricot = 0.6.0, the current hpricot gem is a greater version than this, ~0.6.161

Hpricot 0.6.161 does not have a compiled windows binary. My desire is to ensure that webby will run on windows, and so this version of the Hpricot gem cannot be used until a binary release is made.
